H. Gobelin: The most important local business is Mervil Market, and nearly
all trades go through the market. I don't think we want to change that
during this period. Local produce will be delivered to the market on simday
94 (Friday), so tomorrow will be a rather exciting day to see if all Farm
Right holders can deliver on time. I will give you a report at our next
meeting.

The hood currently owns
6 rental homes at Test Lane, plus Trogernick Hospitz (can house up to 4
single sims) and Bon Voyage Retirement Home at 12 Old Simmer Lane (can
house up to 4 elderly couples).
There have been some offers
from companies wanting to buy one or more of the hood's rental houses,
in order to run them more effectively. What is Simmerville's rental policy?
Stephan
Gobelin: My take on this is that Simmerville hood must provide poor residents
with accomodation. We help these families who can't afford their own house,
and we need the income it generates. I'm not willing to let go of it all,
but maybe we could reduce the number of lots?
Cassenda
S. Brybrey: I think it works fine as is. But we could transfer all the
property and daily business to a new shareholders company where the hood
would of course hold the majority of the shares. This way we would secure
a similar offer in the future, but we would also raise some funds for other
projects. The economy is poor, isn't?
Bross
Mervil: I think this is a great idea, a new real estates company. Is there
any existing real estates company we could contact? We could offer them
the lots if Simmerville hood gets to hold majority of the company's shares?
Stephan
Gobelin: The only company I can think of is Downtown
Estates, Inc. It is owned and operated by the Bluzz sisters. I doubt
they would ever give us majority, at least not to their downtown properties.
Bross
Mervil: I'd say we need more details here. How much are those lots worth?
What are the alternatives and scenarios? I can't vote for or against something
unless I know some details!
Conclusion: The case is
postponed until the meeting on simday 87.
- Suggesting a new council
structure from simday 91
The current system gives
a hood council containing only 5 advisors, representing 5 careers. I find
this to be a poor sollution. Who raises a voice for matters that none of
the 5 council members represents? Say if there was no Business representative
on the council for a full period of 15 simdays, who would fight on behalf
of the local business life? Today we have no Education representative,
so will there be no improvements to our school system? Maybe there won't
be a Education advisor for the coming period either. There are more and
more careers, many overlapping each other, plus more and more home business
options, I think it's time to reorganize the hood administration. We need
a steady system representing all matters at all times! There is even the
possibility of leaning more to a SimCity council. Do our little hood really
need a full council? Should I become a President instead of a Spokes Sim?
Should you all become Ministers?
This should be decided on
our next meeting (in 3 simdays), but you should all start thinking.

V. Ballong: Oh, this is a very big subject, Mr. Gobelin. I do see your
point, some matters do lack attentions just because there are too few locals
on a certain career track. It might be unfair, but at the same time, I
wonder if we really need to add a lot of changes all the time? Isn't the
goal to hace a working system that will be good for a long run?
0 Gobelin:
I think we need a local council because SimCity would never care about
our local stuff anyway. But when it comes to taxes, social welfare and
education, I think we should adopt any rules that are valid in the larger
area. We don't need our own system for everything.
Stephan
Gobelin: But we depend on the extra hood taxes to get anything done. Look
at us, we are short of funds, we just debated selling out the rental homes
at Test Lane! Do you really think that SimCity would hand us money to build
anything new?
Bross
Mervil: Like I see it; we definitely need a local council to raise our
voice. It's built on old traditions. Anyway, we always followed directions
from SimCity, and we always need to do that. We are not a seperate nation,
and Sim Nation laws do count for us as well. The local laws are just minor
directives, but will always need to obey the larger system! So, we'll need
a local council, but the question is how it should be elected in the future.
I see the point of a steady group covering all community aspects.

Gobelin: I'm pretty sure the SimCity council would prefer just one contact
here. So, well, I wonder if we really need a council, or if the Spokes
Sim is enough. We could rather work out a new routine for electing a Spokes
Sim - or President, and maybe it should be possible to inherite such a
title...
Judy
V. Ballong: Ha! So, now you want to be our King or something? Or would
the title Duke be enough for you Mr Gobelin? Sorry, but I think a democarcy
needs elected representatives, not just one person who inherites the power
from a parent. What if your son turns out to be an idiot, Mr Gobelin, should
we still accept him as our head?

Gobelin: My son will NOT be an idiot, i can assure you that, Mrs. Ballong!

- Mervil Market - complaints
There have been raised a
couple complaints about Mervil Market being sold to Farm
Fields, Inc. A few residents question my personal interest in selling
it, while I still own most of the Farm Fields, and still work as the manager
of Mervil Market.

S. Brybrey: You think 31 complaints from 45 residents is *a few* complaints?
I think that is a massive protest! Everyone can see your private interests
in this, Mr. Gobelin. I'm not sure how it actually matters, and how you
can benefit from it more than when you owned the entire Mervil Market,
though.

I think we ought to publish something on Simmerville web in order to answer
that many complaints.

Ballong: I knew this was coming...

Gobelin: There is nothing wrong with the way this was handled! Yes, I own
47% of Farm Fields, Inc. I'm not allowed to own more than 50% unless I
plan to buy 100%. So, I'm not even controlling the company alone! Farm
Fields, Inc. will keep trading local produce at Mervil Market. Do you really
think the company would close down a successful market? Have you all forgotten
about the directives from Sim Nation National Nation's Food Produce Control
Chamber? It says clearly that the market needs to keep detailed books about
what produce is sold in the hood. So, you think I'm just hanging out at
the market, not working hard from sunset to midnight almost every single
day?
Cassenda
S. Brybrey: We don't protest against the sale itself, Mr. Gobelin. We do
protest against you not even informing the council before the farm rights
were reorganized and favouring the Mervil Market just in time before you
sold the market shortly thereafter. You do realize that Mervil Market has
got too much power when it comes to local trades? What if Farm Fields,
Inc. sells the market to a 3rd owner who really like to commercialize and
close the local trades?
Stephan
Gobelin: That won't happen. I do accept that we write an article for the
Simmerville website. I will do that!

- New location for community
lot weddings
We received a letter from
Mrs. April B. Montpellier regarding the wedding facilities. She just got
married at the Hood Administration Center, and says: "The entire event
was a terrible fiasco. The location is not suited for weddings, and I urge
the council to find a better sollution. You can't run a shop on the same
lot because guests will be busy browsing instead of witnessing the wedding,
and you can't have the wedding upstairs, because one staircase is not enough
for all guests to get up there in time for the ceremony." Comments?
Judy
Ballong: I'm glad I never got married there myself! I'll leave my husband
out of this, but he works at the Center and is always very frustrated when
there was a wedding. I think we should do something about it.
Stephan
Gobelin: I suggested to Mrs. April B. Montpellier that the wedding stuff
could be moved downstairs. We can not close the shop though, we sell magazines
and some local history books there.
Cassenda
S. Brybrey: How about adding wedding facilities to the planned cultural
amphi?
Judy
Ballong: The amphi will be packed already, and there would be too many
disturbing activities like the café and skating rink. But
maybe Simmerville Studio could add wedding services? They already got a
nice bar for the after party, and I heard the Studio Shop will soon be
closed anyway.
Stephan
Gobelin: Studio might be the least expensive option. Another alternative
would be to close the wedding service entirely, directing locals to downtown
services instead. Mrs. Ballong, please contact the Studio manager, Glorietta
Wooblershield to check the possibilities. Ah, she recently moved downtown,
and she might have married to Mr. Ronald Bluzz by now.

- New cultural amphi cancelled?
We have been debating this
earlier, and Mrs Judy Ballong gave us a budget of §100.000. We can't
raise that much money quite yet, but some of our next meeting agenda might
make a change to that. Mrs. Ballong, are there any news on this case?

Ballong: No news. We are still waiting for funds. If there is no sollution
by next meeting, I suggest we rather contact the Lake
Ellie's management to discuss what's going on there.

was my mother's aunt! I think...

Market
This far residents have
been selling vegetables, fruit and fish directly to a larger scale grey
zone market. This must end because... well, we gain no control with who
sell how much, or what they sell. I had to hurry this decision, so it was
actually announced yesterday that from now on all selling must be over
Mervil Market. Because it will be the only option I see no point in Mervil
Market offering the extra 5% bonus. And neither do I see the point in having
deals. Only those with farming rights must deliver a certain weekly produce
in order to keep their rights.
Judy
V. Ballong: I must have missed something Mr. Gobelin... isn't this one
elected council with a common right to decide things like this? I was not
aware that you have the right to make such important changes on your own.
How clumsy of me...

Being the Culinary Advisor I too would expect a little slip of information,
Mr. Gobelin. Isn't food produce *my* responsibility?

Gobelin: Well, like I said, a quick decision was needed. I had letters
from Sim Nation National Nation's Food Produce Control Chamber. They said
something had to be done. And so did I. Any objections? Would you have

time consuming. There isn't much profit in it. So, needing to travel to
Mervil Market will not making it easier!

there is to know.

The finances are acceptable,
total possessions increased a little but the cashflow is still negative.
We have several plans that can not be executed unless we sell property
or loan the money we need. This is basically a bad thing, but will not
be a challenge before the day we need money. Simmerville hood should consider

Accident at 5 Hunter Rd (Gothier)
There has been a terrible
event at the MacAstral house, affecting the Gothier family. Two adults
are found dead, 1 toddler child was found crying in the kitchen, alone.
No other Sims observed, just a wolf and the old ghost of Mollie MacAstral.
The Alien Research Center was closed.
Law Enforcement Advisor,
Marylen Hamilton, has started investigation, Police Chef Cruella Mervil
will assist, so will Detective Bell Shalloe (daughter of former Law Enforcement
Advisor, Burley S. Shalloe). Cruella Mervil and Burley Shalloe was also
involved when Urdly S. MacAstral was found in the very same house long
ago.
The child has been taken
away by the social worker, and the Medical Center is going to suggest a
replacement locally, which will surprise us, Mrs. Brybrey?

Future of the MacAstral house
The old MacAstral house
is now vacant. On the lot is a private business, the Alien Research Center.
The heir 99 Gothier is just a toddler, and can not make use of a house
in a very long time.
I suggest that the Hood
buys the lot and pay 99 Gothier as follows:

Mervil: I vote the suggestion too, but mainly because we might need some
finances to upgrade the Alien Research Center! Military forces are ready
to invade that lot at any time! I think the house should be demolished,
we have no idea what alien creaps did plant there. You all know the history!
Let's keep the Alien Research Center as is or expanded, demolish the old
house and erect a modern center for research instead!

Center can be organized better.
- The Medical Center has
been bought from Dr. Elton Tammer, and will now be served by 2 doctors
and 2 scientists. The build will get a new facial surgery operation room,
and more facilities for health and meditation. No more charging, but facial
surgery will cost §5000 per operation.
Showbiz Advisor, Judy
V. Ballong, was asked to give us details on what a new
cultural amphi should contain and cost.
- We definitely need a stage
for both amateure and professional acting. I know Lake Ellie's have a stage
for musicians, and that stage can also be used for dancers etc. But a new
small outdoor amphi can be used for spontanous entertainment, interest
group meetings, and other small scale events. The amphi should be surrounded
by facilities like bbq area, a small skating rink, ice cream & cakes
house, and maybe a playground. As most of this would e outdoors very few
builds would be required. The landscaping would be very important, and
I suggest we ask Mr Rick Moulino for help with the planting. A budget of
§100.000 would do, depending on how large the area is. It seems we
don't have any suitable lot in the central Simmerville, so I think we should
build this next to Listher Business Complex.
Military Advisor, Bross
Mervil, was asked to suggest ways his soldiers
can give more back to Simmerville.
- The Military Sims is a
great resource to this hood, although it's hard to make all our duties
public. There is no secret operation at the time, but we need to prepare
for anything that might happen at the old MacAstral house at 5 Hunter Road.
We can also assist the Medical Center on any future project.
Culinary Advisor, 0 Gobelin,
was asked to inform us all about the Food Expo
progress:
- The Food Expo has been
a great success! Except from heavy rain earlier this Summer, the Mervil
Market has really attracted the crowds. The new fresh vegetable sales is
popular. If it gets more busy I think we must find a better way to organize
it to make sure the fresh food is stored correctly. The planting at Gobelin
Family Cemetery is hardly visited, and I don't know if this should be unsaid,
but there has been critics claiming that too many events are based on property
owned by our Spokes Sim. I think you should take the hint, Mr. Gobelin.
Further on, Simmerville
Studio just released the Watch Them Eat clips, and the Medical Center team
released their research report. All in all a great success.
Culinary Advisor, 0 Gobelin,
was also asked to inform us about the
farming
guidelines we just received from Sim Nation.

can be read in my public notes.
In short Sim Nation has asked all regions to connect farm rights with specific
harvest to assure that the produce is less random. They also advice us
to have no more than 0.5 farm rights for each residential lot, so including
Simmerville House on campus that will mean we must reduce the farm right
number from 30 to 25. I have prepared a detailed system to implement the
new system. First we need to check with all households what they are actually
growing. This work is ongoing and will be completed during simday 79. Next
we need to assign the existing farm rights with specific food and I suggest
that we base the decisions on what they grow today. If it matches, that
is.

I'm working my way trough
large piles of documents, seeing what a terrific community Simmerville
is. Even so, I clearly see several areas where we need to shape up, I just
hope the new Hood Council will be a good council, being able to work hard
and dedicated. I have asked all the Advisors to do some thinking within
their field. The 4 other Advisors on the Hood Council will need to do some
more than thinking, I've initiated a meeting at the Hood Administration
Center here at 5 Old Simmer Lane. Then they need to bring at least one
well planned suggestion each.

Simday 68: Restricted Immigration
This far we allowed one new
household to immigrate every 5th simday. This rule said nothing about number
of household members. We also accepted Simmerville born sims who emigrated
to move back to the hood, almost unrestricted.
I did a small survey on the
SUN news board, finding that at least 4 sims have recently moved to Simmerville
without official approvement. We need better rules and guidelines for immigration,
and I think I will suggest some changes.

Number of residents: 148
sims (including university students, includes 3 immigrants (Heather Hayer,
Melissa Fancey and Jan Tellerkan. The forth immigration appliciant, Claudia

We don't need more complicated
rules, and I suggest that we simply say:
§1. Simmerville accepts
immigration as long as the total number of sitizens doesn't exceeds 150.
§2. A new household
must count minimum 2 sims. When an existing houseld ends up with just one
sim, someone must move in within 5 simdays.
§3. Immigration to
Simmerville requires the Hood Council's approval. Application including
bacground and intensions can be sent in at any time and will be handled
within 2 simdays.
This will mean no more 5
simdays rule, not more benefiting sims returning to Simmerville. To help
sims both in the hood and elsewhere, we should publish sitizen numbers,
simdaily.

Simday 64: Farming returns to Simmerville
After we imported a few farming
plants several households are growing vegetables and fruits. No animals
included yet. Traditionally Simmerville was a farmer's district, we even
got many addresses pointing out just that (Mervil Market, Mervil Farm,
Cabbage Road). Farming has returned and we need a new way to register what
we deliver to the markets - it's all about balancing the produce and the
need.
The Hood Council decided
that this hood can allow 4 farms, and that all 4 farms need to base their
produce on different chosen products. In order to limit it to 4 farming
units, we decided the following Law of Farming:
1. Simmerville hood contains
a total of 20 Farm Rights, each valued §1000.
2. A Sim (lot owner) needs
5 Farming Rights in order to use more than 5 plots (ground tiles) for farming
produce. Each plant is normally 1 plot, each farm animal is 1-2 plots.
3. A household with 5 Farming
Rights can produce unlimited, but at least 50% of the plots must be dedicated
one chosen product that no other local farm has chosen.
4. Farming Rights can be
traded, inherited and passed on as a gift. No Sim can own more than 5 Farming
Rights. Farming Rights can't be inactive for more than 10 simdays.
5. Farming Rights can only
be used on a residential lot. However, the owner doesn't need to reside
the lot where the farming takes place.

balance - costs are covered. If we charged the funeral taxes on simday
50 the result would be even better. With the new business deal we will

hood economics. We have planned no extra tax from business owners. We have

Simmerville has decided to
sign the new business deal (OFB). It will add changes to most of our community

The situation improved greatly.
I think it's bad saying, but the funerals saved us! Demography also means
less costs for students, because there are fewer children. Maybe the university
boom has come to an end? The Simmerville House cash balance managed to
cover up for the students graduating on simday 45, but we might need to
support the house. Be prepared to cover their costs for the coming 3 graduating
days!
The Hood Tax will be slightly
adjusted for the next period. A regular house will still pay §500
per 5 simdays, but only adults (and cars) will count as full household
members, elders, teens and down will count as half household members. A
house with more than 4 members will need to pay double tax. Some houses
will reach the limit sooner, but on the positive side elders will most
likely never be charged double tax.
I have not suggested the
new tax for businesses, but I recommend the next Business Advisor to do
so.

Simday 41: Suggesting financial adjustments
We can't go through another
5 days period with this terrible economy. Expences must be covered by income!
I think the graduation funds is our major problem. Although we might have
seen a student boom, here is a revised budget for the next 5 simdays. The
student charge is raised from §2000 to §5000 and the hood's net
cost per student will now be eleminated completely. The Science Advisor
has discussed this in detail. I was also planning a business tax for anyone
running their own business, but I think we can delay that to the Age of
Business starting in only 5 simdays.

Not again! After adjusting
some costs and fees we expected a better result, but because we sold no
community lots this period, we got a negative result of §35.240! Simmerville
can not keep up with this situation. We must either drop the graduation

Simday 35: Financial situation: Terrible!
For the past 5 simdays we
spent too much! Even when we sold 6 Business Certificates including community
lots for a total of §60.000 we go almost break even. We still pay
out too much to reward graduates. Starting simday 36 we will charge §2000
per student going, and we will atill reward them but collect taxes from
the student campus. We will also limit the number of students going, but
I expect the costs to be similar anyway. Also local hood tax has been modified
and will bring in slightly more for the next 5 days period.

Simday 31: More focus on local businesses!
I think this hood payed enough
attention to foraign alliances during the Age of Knowledge. Now it's time
to focus on the businesses here, like BB-design, Gobelin Fashion, and well
- Briggon Carpets. Perhaps we should encourage someone to open more businesses
too? It would make everyone happy if there were offered more products even
if they are offered on a limited schedule.

Simday 30: 150 residents
Age of Knowledge is closing,
and looking back I think we did a fairly good job. Finances are balancing,
the population is growing (150 sims!), local laws are getting established
and adjusted. I will retire, and it is a pity that there will be no Community
Right holder of Politics for the coming Age of Pleasure. Good to see that
there is a new Hood Council. A few notes about the election that don't
need to leak out; the true Community Right holder of Homemakers was Mollie
MacAstral, but she is a disgrace to the hood as her garden is covered of
weeds. She is fined, but she doesn't seem to care about anything but her
alien projects. So in respect of other Homemakers we could not offer her
that Community Right. Then, the best qualified Community Right holder for
the spokes sim position was Remi Beartop of Culinary. But when he was offered
the spokes sim position he turned the offer down because he will enter
elderhood shortly and might not stand the full periode of 15 simdays. So,
therefore runner up, Steven Briggon, is the new spokes sim while Mr Beartop
is a councillor.

Simday 23: Test Lane to be reconstructed
The Hood Council has agreed
to implement new rules for Test Lane. These rules should have been there
from the start, back when those poor testsim families arrived this new
dimension to see if it was safe for the rest of us to come. Some of those
families are still living in their test house.
1. The Test Lane houses are
property to the hood of Simmerville and not the residing household.
2. No household can stay
in their Test Lane house for more than 15 simdays in a row.
3. Test Lane is reserved
newly established families who wants to start in an unexpensive home.
4. If more than one household
request the same Test Lane house those with the smaller networth will be
chosen.
Today the following families
live in Test Lane: Jones, Snakespeare, Tammer, Briggon, Brybrey and Light.
One house is vacant. Of these Snakespeare and Brybrey have lived there
less than 15 simdays, while Jones, Tammer, Briggon and Light will be asked
to move elsewhere.

Simday 21: New jobs for the councillors
Well, I've finally fine tuned
the Council's jobs, we are five members and we will concentrate on one
aspiration each. It wasn't easy to assign the jobs because we don't represent
those five aspirations, personally. None of us are very fortune or romance
oriented.

The University is opening,
we have decided to send off a group of 3-5 teens every 5 days. The first
group will go on our day 22, then another will go on day 25 already, then
again on day 30 and so on. All local teens aged 20 and up with at least
D- can apply, and if there are more than 5 applicants we will pick those
with the most skills. In the future I will suggest that we require at least
B-.

Simday 14: Simmerville's new community
structure
The change had to come sooner
or later. The old system with election based on interests and skills did
not look on what careers that are represented in the hood. Also, several
of the old functions are no longer needed, such as finances being non-existing
as long as we can't charge local taxes.
The Hood Council has decided
the following community structure to be valid from our next Age:
1. One resident within each
career will hold one Community Right. Including "Homemakers" but excluding
"Criminals", this makes 10 community Rights each with certain community
related obligations, and with a pay of §1000 every 5 Simday.
2. A Community Right holder
will normally be the Sim with the better position within its career track.
The Community Right can be passed on to a Sim who is family but not necessarily
main heir. To inherite a Community Right a Sim must work on level 3 or
higher within the same career track.
3. A Community Right holder
with at least 10 skill points and political interest of at least 8 will
automatically become a Hood Council member for what remains of the current
15 Simdays periode. If less than 5 Community Right holders qualify for
the Hood Council there will be a regular election for the rest, until a
total of five members are found.
4. The Community Right holder
representing the Politics will be the Hood Council's Spokes Sim.

Simday 5: We need a new election routine
With the aging introduced,
we can no longer elect the Hood Council only once a year according to the
Human calendar. The Human calndar no longer exists, and our Hood councillors
do grow old.
I have 2 alternative sollutions:
Election every 10 simdays, or the positions are no longer filled by election,
but given on a lifetime, meaning that each councillor will need to be replaced
when becoming an elder. Perhaps we could do a mix where all positions are
lifetime jobs while the Spokes Sim is to be elected every 10 simdays?
